In Pakistan, CSS stands for Central Superior Services. It is a competitive examination conducted by the Federal Public Service Commission (FPSC) to recruit candidates for BS-17 posts in various civil services under the federal government.

CSS Screening Test (MPT) Structure and Guide

What is MPT?

MPT stands for MCQ-Based Preliminary Test. It was introduced by the Federal Public Service Commission (FPSC) in 2022 as a screening test for the CSS (Central Superior Services) Exam in Pakistan. First of all, a candidate has to pass screening test named MCQ-Based Preliminary Test (MPT) to appear in CSS exams.

The English Essay paper is one of the most crucial—and most feared—components of the CSS exam conducted by FPSC Pakistan. Despite being just one paper worth 100 marks, it has a disproportionately high failure rate. In recent years, over 90% of candidates fail the essay paper, making it the biggest elimination factor in CSS.

CSS Exam – FAQs

The CSS (Central Superior Services) exam is a competitive examination conducted annually by the Federal Public Service Commission (FPSC) of Pakistan to recruit civil servants for various groups (e.g., PAS, PSP, FSP, IRS).

  • Age Limit: 21 to 30 years (as of 31st December of the preceding year).
  • Education: At least a Bachelor’s degree (2nd Division) from an HEC-recognized university.
  • Attempts: Maximum 3 attempts.
  • (Age relaxations apply in special cases; FPSC CSS Rules).

  • Screening Test (MPT): Mandatory for all applicants.
  • Written Examination: 12 papers (6 compulsory, 6 optional = 1200 marks).
  • Interview/Viva Voce: 300 marks.

  • Study plan: 6–8 months with consistent study hours (4–6 hrs/day).
  • Written Exam: Minimum 40% in each compulsory subject, 33% in optional subjects, and 50% overall.
  • Quota System: Seats are allocated by provincial and regional quota:
    • Punjab: 50%
    • Sindh (Rural): 11.4%
    • Sindh (Urban): 7.6%
    • Khyber Pakhtunkhwa: 11.5%
    • Balochistan: 6%
    • Gilgit-Baltistan / FATA: 4%
    • Azad Jammu & Kashmir: 2%
    • Minorities (non-Muslims): 5% (Source: FPSC Quota Policy)
